Organisations that have clearly predefined criteria and boundaries for particular types of decisions can decide quickly without sacrificing quality, since most of the analytical work was done before the specific situation arose.
Slowness in decision-making is often not a sign of thoroughness, but a consequence of lacking clear, pre-agreed frameworks within which a decision can be made quickly yet responsibly.
