A declarative policy of "low risk tolerance" without concrete, measurable thresholds per risk category gives employees no real guidance for day-to-day decisions. The result is inconsistency — one manager rejects a deal another would accept, both operating within the same formal policy.
A board that explicitly defines quantified thresholds — maximum allowed loss per transaction, maximum exposure to a single partner, the threshold for escalating a decision to a higher level — builds a risk culture that is predictable and independent of who happens to be making the decision that day.
